Weymouth Cricket Field - Request for Proposal

WEYMOUTH CRICKET FIELD
Request for proposal

BACKGROUND INFORMATION:

The Cricket Field in Weymouth was given “in trust”, to the Weymouth Amateur Athletic Association, “for the members of said Association” by L. Jones in 1934. That same year, the Weymouth Amateur Athletic Association entered into a lease agreement with the “First Weymouth Boy Scout Troop” for a section of the Cricket Field approximately 180 feet square to enable them to construct a building on this parcel of land. This building is now known as the Scout Hall. The lease was for ten cents a year and for a period of 99 years. The lessees were to, “keep the said buildings when erected, in good repairs.” As the name implies, cricket was played here in the early 1900’s and featured a league between Digby, Weymouth and St. John N.B. In later years, baseball was the primary activity for this venue with two fields being available on the site for minor and intermediate league baseball. It was the site also for the traditional July 1st celebrations or “Weymouth Day” and contained a tennis court for a few years. In the last few years, the tennis court, the baseball fields and the building have been in a state of disrepair and seldom used.

Approximately two years ago, a group of interested individuals organized “Team Weymouth” in an effort to revitalize the village of Weymouth which had lost its primary employer, namely the Irving group. As such, a strategic economic development plan was put into place which identified assets and opportunities as well as weaknesses in the Weymouth area. One of the areas identified as an asset for development was the Cricket Field. It is thought to be a vital component to the overall economic development of the village and a primary source of recreational infrastructure for the village and area.

THE PROJECT:

The Weymouth Amateur Athletic Association, in conjunction with Team Weymouth and other organizations in the village, wish to explore the possibilities for future use and recreational development of this field. Our goal would be to have this facility upgraded and increase its usage by all ages within the community and the surrounding areas. We would hope that a comprehensive plan could also link this field with the downtown area and specifically, Sissiboo Landing, The Story Book Trail as well as the proposed Canada Trail system.

BASIC REQUIREMENTS:

-the consultant shall visit Weymouth and become familiar with the site and the village in general.
-the consultant shall obtain all necessary site drawings and familiarize themselves with the possible physical links to the Cricket Field.
-the consultant shall host a stakeholders meeting in Weymouth to familiarize these groups with the project. (Steering committee to identify these groups)
-the consultant shall host a public meeting in Weymouth to gain input into potential use.
-the consultant shall host a second public meeting to present their findings and recommendations for the Cricket Field, at a time convenient to the group and the consultant. It should include conceptual drawings and include the possible role of the Scout Hall in the project.
-following the second public meeting, the consultant will prepare a construction cost estimate based on current area unit costs and rationale for their findings.
-the project will be complete with the submission of three (3) print copies and an electronic copy of the final plan to the group.

TERMS AND CONDITIONS:

The consultant’s proposal shall be submitted electronically to a specified address no later than 12:00 Noon on June 15 2009. The proposal will contain:

-an outline of consultants experience working in the field including a list of previous clients and samples of work.
-names of personnel and their qualifications and specific involvement in the work.
-a breakdown of the time to be spent on the work by each person who will be working on the project.
-costs of the services outlined above, noting that the maximum price for completing the study should include professional fees, expenses, disbursements, and all applicable taxes relating to the proposal. The level of effort shall be in range of and not exceeding four thousand dollars. ($4000.00)

The proposal made by the successful consultant will form a part of the contract to be entered into between the group and the prime consultant.
Payment will be made by the group at the completion of the project and the submission of an invoice by the consultant.
No work shall be carried out which results in additional costs. The consultant must ensure that the cost estimate in the proposal is realistic and that the work is completed in accordance with the contract within the maximum estimated cost and timeframe.
Travel expenses are to be in accordance with Provincial Government travel regulations. Certain out-of-pocket expenses will be considered to be reimbursable at cost; however, the consultant must indicate clearly in the proposal as to which such expenses are additional.

The group does not bind itself to accept any proposal due to the specialized and restrictive nature of the project.
